How could thought—which is without substance—have influence upon a substantial world?

And what about the influences upon thought? Does thought influence thought, or does substance influence thought? If substance is a result of thought, and thought is a result of thought, how is it that we sense the two as distinguishable and separate?

The implication of the original line is that there is no causal relationship between thoughts and material, because the existence of free thoughts (and therefore even the existence of identity) is illusory.

"How is it that we sense the two as distinguishable and separate?"

I wrote a book about how the two are logically indistinguishable.
